Paraguay’s National Telecommunications Entity (Conatel) has announced that the only two companies that tendered offers for the second 5G spectrum bid have been awarded licenses. The companies are Personal (doing business as Núcleo) and Tigo (doing business as Telecel: Telefónica Celular del Paraguay). The entity released the announcement a few days after the award, which was on August 4. In this way, the two leading mobile operators in Paraguay, which had not submitted offers for the first bid, have obtained spectrum to develop the new technology.

Personal has been awarded the 3700-3800 MHz band, whereas Tigo obtained the 2300-2400 MHz band. According to the information provided to several media outlets by Conatel spokespeople, the former paid USD 1 million and the latter paid USD 1.6 million.

The first bid, held in 2025, awarded spectrum to Claro (América Móvil) and Nubicom. Neither Personal nor Tigo submitted offers on that occasion because they considered the bid terms not to be adequate.
